Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Women in Tigray suffered gravely from the violent conflict that erupted in November 2020 and lasted until November 2022, and have continued to bear the brunt of multiple overlapping challenges, including drought, unemployment, inflation of currency value, and subsequently women not being able to afford personal and household necessities, on-going post-conflict insecurity, and lack of or limited access to basic services and support.  Economic empowerment has proven a sustainable approach  for individual and household economic recovery and improving gender equality. In the post-conflict context of Tigray, support for economic empowerment is highly requested by the conflict-affected women, thus through funding received from the US government UN Women wants to engage to provide comprehensive empowerment and support to conflict-affected women in the region. To this end, the UN Women Ethiopia Country Office has designed a project titled ‘Addressing Systemic Barriers to the Sustainable Reintegration of Women Ex-Combatants and Other Conflict-Affected Women and Communities in Northern Ethiopia’. A component of the project is economic empowerment through hard and soft skill training for securing jobs in the labor market or self-employment through establishing group-based and/ or individual businesses after start-up capital provision to the conflict-affected women. This sets to supporting conflict-affected women holistically to ensure their sustainable socioeconomic reintegration through comprehensive support including psychosocial, skill and entrepreneurship training start-up capital provision and coaching for self-employment or entrepreneurship.

Successful socio-economic reintegration of conflict-affected women requires conducting a stakeholder assessment and analysis and beneficiary situations and needs identification. This supports the articulation of the current institutional, social, economic, and political posture of the region for reintegration support of conflict-affected women and designing appropriate strategies; and the identification of beneficiary-specific socio-economic reintegration support needs and the design of need-based socio-economic reintegration support. The assessment also helps in the identification of the capacity gap of stakeholders that directly support/ influence the socio-economic reintegration efforts and designing appropriate stakeholder engagement, management, and capacity building strategy and beneficiary expectations and needs management strategy.

Therefore, as part of the project to support conflict-affected women in the region, UN Women Ethiopia will recruit a national consultant to conduct Stakeholder and Beneficiary Situation and Needs Mapping, Capacity Gap Analysis, and Strategy Development for Addressing Systemic Barriers to the Sustainable Reintegration of Conflict-Affected Women in Tigray that will help UN Women offer guidance within its programming.

OBJECTIVES:

Objectives of the Stakeholder and Beneficiary Situation and Needs Mapping, Capacity Gap Analysis, and Strategy Development are:

To identify the institutional and socio-cultural barriers to the sustainable reintegration of conflict-affected women, and articulate advocacy strategies

To identify, prioritize, categorize, and analyze, the stakeholders likely to have an influence/interest in the project according to their interests, needs, and influence during the project implementation processes; and propose effective stakeholder engagement, management, and communication strategies.

To find out capacity gaps and capacity-building needs of key stakeholders, (government, CSOs, and WROs) on gender-sensitive DDR and post-conflict socio-economic reintegration and propose capacity-building thematic areas and capacity development plan accordingly

Identify the needs for socioeconomic reintegration training (hard and soft skills) and other critical/ complementary support, for conflict-affected women in the region that result in their successful socioeconomic reintegration

Map training institutions (hard and soft skills) to the socio-economic and psychosocial sustainable reintegration training needs of conflict-affected women in Tigray.

ORGANIZATIONAL SETUP AND REPORTING

The consultant will be reporting to the UN Women Peace and Security and Humanitarian Action Programme Specialist and will be supported by the UN Women Peace and Security and Humanitarian Action Programme Officers based in Addis Ababa and Tigray.

Contract and payment issues:

The contract duration of the consultancy is only one month, January 20 – February 20, 2025.

Payment arrangement is:
20% of the contracted amount will be released upon the submission of the inception report including the following deliverables (methods and tools, study design, i.e., sampling, selection, and list and the number of subjects for KII, FGD, and desk review, KII and FGD checklist)
30% of the contractual amount will be released upon submission of the draft report and presentation to stakeholders to collect feedback

50% of the contracted amount will be released upon submission of the final report (after comments of the draft report are considered), presentations are delivered

DESCRIPTION OF RESPONSIBILITIES/ SCOPE OF WORK

The scope of work includes:
Primary data collection: gathering primary data through interviews (KII) and focus group discussions with relevant stakeholders and beneficiaries, including government officials, sector heads, private sector representatives, and representatives of conflict-affected women in Mekelle and selected zonal towns as appropriate

Secondary data collection: gathering secondary data from regional government, sectorial, humanitarian, and development organization reports to identify post-conflict socio-economic reintegration efforts, gaps and lessons learned, and key recommendations

Reporting and presentations: compiling and presenting findings in a comprehensive report, including recommendations for beneficiary and stakeholder needs analysis, capacity gap analysis, and strategies for stakeholder engagement/ management, and beneficiary management for the socio-economic reintegration of conflict-affected women in the region.

METHODOLOGY: DATA COLLECTION AND DATA ANALYSIS (to be modified during inception workshop)

Initial desk review of existing data and reports on potential stakeholders listing and their likely influence on the proposed project
Desk review of data on conflict-affected women in Tigray and their situation, needs and capacities
Desk review of current socioeconomic and psychosocial sustainable reintegration and livelihoods support programmes, and identify lessons to the proposed project
Field data collection through interviews, focus group discussion, KII, and field visits with potential stakeholders at Mekelle level and selected zonal towns in Tigray
Field visit to conduct stakeholder influence and capacity gap analysis using standard stakeholder analysis matrix and capacity gap identification tools
Field data collection using FGD and KII to identify the socio-economic reintegration training (hard and soft) and other critical/ complementary support needs, and potential barriers to the socio-economic reintegration support with conflict-affected women in selected zonal towns of the region.

Data Analysis: Analyzing collected data (both primary and secondary) and producing deliverables on the stakeholder and beneficiary situation and needs mapping, and capacity gap analysis; strategies for sustainable socio-economic reintegration of conflict-affected women in Tigray

Education and Certification:

Bachelor’s degree in economics, development economics, business administration, or marketing with at least six years of experience in similar work (research, assessment, analysis) can be accepted instead of a Master’s degree level experience.

Experience:
At least 6 years (for Bachelor degree holders) and 4 years (for master’s degree holders) of progressively responsible work experience in conducting assessment, research, and consultancy on labor market analysis, livelihoods, and economic empowerment
Experience in data analysis and report writing of results is required
Experience in delivering presentations is required.
Excellent analytical skills with a strong drive for results and capacity to work independently
Excellent English communication and writing skills; (Samples of previous work will be required)

 

Languages:
Fluency in English is required.
Knowledge of the local language, i.e. Tigrigna, is mandatory.
