REQUEST FOR CONSULTANCY SERVICES FOR DEVELOPMENT OF A STANDARD FGM/C MANUAL FOR FACILITATION OF COMMUNITY AND SCHOOL DIALOGUES
I. About ActionAid
ActionAid International Somaliland (AAIS) is part of a global federation working to end poverty and injustice with thousands of communities and millions of people across the planet guided by its strategy ‘Action for Global Justice’ that ensures coherence, aligning with the poor and excluded people, reasserting women’s rights, strengthening accountability, and building resilience against shocks & hazards. AAIS has been operating in Somaliland for over 28 years, implementing integrated programs on women’s rights, humanitarian response, resilience building, food security, and education. AAIS implements several protection programs through its engagement with communities, women, and youth groups, with the goal of empowering them ensuring safe spaces for them within their communities and providing referral pathways for the survivors of violence.
II. About the Project
Somaliland has one of the highest rates of FGM/C in the world, with 98% of women and girls having been cut and 85% having experienced the most extreme form of FGM/C (infibulation) as documented by the Somaliland Demographic Health Survey2020( SLDH) , Hence, ActionAid’s long-term vision is to see a generation of girls in Somaliland living without the threat of Female Genital Mutilation and Cutting or FGM/C. ActionAid is implementing Africa-Led Movement to End FGM/C Project in Somaliland envisioning acceleration in positive changes in social attitudes towards ending FGM/C. This project will contribute towards achieving this vision and will build on the lessons learned and successes from previous projects in the country which include offering community dialogues and engaging young girls’ and boys’ schools and providing awareness raising sessions. This project will focus on five communities in two regions namely Sool and Sanaag, where girls are at high risk of undergoing the most severe form of cutting.
III. Purpose of the Consultancy
AAIS is looking for an experienced Consultant to develop a comprehensive and standard manual that will be used by the facilitators to facilitate youth school clubs in the TGG-ALM program and other schools as well.
The Manual of FGM/C Topics Facilitation is intended for teachers, facilitators, and champions, providing a comprehensive list of key topics relevant to the Somaliland context, along with essential definitions as a standard guide for school youth clubs and community dialogues. AAIS aims to disseminate this manual on an open platform, allowing various stakeholders involved in the fight against FGM/C in Somaliland to access and utilize it. This initiative is expected to support the differentiation between harm reduction and zero-tolerance approaches to ending FGM/C, clarifying the various forms of violence associated with FGM/C.
IV. Objectives of the manual
The primary objective of the manual is to equip School Club Teachers and Community Facilitators with the necessary information, skills, and confidence to facilitate conversations on FGM/C and related issues, such as gender norms. This will involve leading participants through a participatory process of reflection and action to deepen the community’s understanding of FGM/C, ultimately guiding decision-making and making a collective action.
V. Expected Deliverables
· Submit a detailed work plan for the consultancy period.
· In consultation with the Project Team and in line with the objectives noted above, submit a draft of the manual.
· Refine and revise the draft manual after receiving feedback from the AAIS Team.
· Provide a Somali Language translation to the manual.
· Deliver the final document to AAIS
· Lead the validation meeting for the AAIS team and key stakeholders and submit a final report of the meeting.
VI. DURATION: The assignment is expected to last for 19 days, starting from the date of the contract commencement. Additionally, a Validation workshop is planned within this timeframe.
TARGET AUDIENCE OF THE MANUAL
This Manual will be developed to share it with relevant line Ministries, UN, INGOs, NGOs, CSOs and community dialogue facilitators and youth club teachers that works towards ending FGM/C in Somaliland.
METHODOLOGY
This manual will most likely include a desk review and analysis of existing resources (manuals, policy documents, reports, etc.) as well as examples of best practice/success stories.
VII. REFERENCE MATERIALS
It is expected that the consultant will refer to the following documents to inform the development of the Standard Manualk:
- Existing materials and Standard Manual from the TGG-ALM Program on FGM/C community conversations and other relevant manual
- Other Existing FGM/C community conversations manual
- ActionAid WR / HRBA reference materials
- Community conversation enhancement manual by UNDP
- Any other relevant documents.
Skills and qualifications
I. SELECTION CRITERIA
1. Knowledge of FGM/C and child-centred approach, human rights, and youth involvement in education.
2. Excellent English and Somali writing.
· Experience of working with international NGOs, national education coalitions, gender, and disability rights organization.
· Advanced Degree in the field of social science, Public Sector, human rights or another relevant subject.
· Relevant experience of carrying out similar tasks in the last five years with traceable references.
Financial proposal:
- Consultancy fees/costs.
- Any other related costs and required for the proper execution during developing the manual.
- In case of an institution/firm paying VAT, you should include it in financial budget
