Role Summary

Join us in driving digital innovation at the Ministry of Revenues in Ethiopia!

Are you committed to driving positive change in government and contributing to Ethiopia’s development? We are looking for a highly motivated Strategic Communications Advisor to join our team in Ethiopia. The Advisor will work with the Digital and Tech Transformation team in the TBI Ethiopia Office, supporting the Ministry of Revenues (MoR) to design, implement, and monitor priority digital initiatives that contribute to Ethiopia’s economic development agenda.

In this role, you will help drive the content development, launch and roll out of digital applications to enhance tax compliance for MSMEs. Furthermore, you will play a key role in contributing to building capacity on strategic communications within the Ministry for sustained and effective digital service delivery.

You will report to the Senior Advisor, Digital Transformation and collaborate with diverse government stakeholders, TBI teams in Ethiopia, and global colleagues across the Institute to ensure that the Ministry achieves its digital transformation ambitions.

This is a hands-on position that requires strong strategic communications skills, project management skills, analytical thinking, and an ability to thrive in a fast-paced, results-oriented environment.

This is a full-time, 12-month contract based in Addis Ababa, Ethiopia, with the possibility of extension. The Advisor is expected to work primarily at the government client offices and the TBI Ethiopia office as required.

This position is open to Ethiopian Nationals only.

Key Responsibilities

­­­­­­­­­­­­­­­­­­­­­­­The key responsibilities of this role will include: Internal communications plan and implementation

  •  Conduct stakeholder meetings to inform the mapping of current communications channels and prioritised internal departments.
  •  Develop core messaging, FAQs, support materials and targeted ‘showcase and training events’ for internal staff.
  •  Develop an internal Communications Plan in collaboration with the Communications Directorate at the MoR.

External communications plan developed and implemented

  •  Develop a targeted communications strategy to effectively raise awareness and gain public trust to use newly developed digital applications.
  •  Identify and recommend media channels and stakeholder mapping targeting potential app users.
  •  Develop core messaging, external media content, FAQs, support materials and targeted ‘showcase and training events’ – including launching of new digital solutions to the public.
  •  Develop new processes for IT and Communications Directorates, designed and tested to facilitate the timely and effective delivery of digital solutions.
  •  Support the MoR Communications Directorate in streamlining channels and the flow process of receiving and timely addressing any customer grievances in relation to the utility of digital applications.
  •  Review of current relevant tax education materials that taxpayers are currently using within and beyond the MoR.
  •  Work closely with a selected third-party supplier to tailor and redesign digital content, making it engaging and accessible online for public consumption, and recommend appropriate tools for dissemination.

Stakeholder Engagement and Partnerships

  •  Conduct a stakeholder mapping exercise to identify and prioritise key stakeholders critical to the success of new digital solutions.
  •  Provide strategic advice during collaboration with local and international partners in building various communication initiatives (publications, stories, events) and toolkits to elevate the visibility and impact of digital solutions.
  •  Build and maintain strong relationships with senior actors in both the public and private sectors, while staying informed on relevant emerging trends and regulations.
  •  Engage relevant stakeholders to ensure newly developed digital solutions are suitably integrated into the MoR and wider ecosystem to support long-term sustainability.

Person Specifications

Experience

  •  Demonstrable experience working with government entities, international development organisations, or large public-sector reform programs.
  •  Solid knowledge of designing and executing communications campaigns utilising Ethiopian media channels, including social and digital media solutions backed by digital marketing, creative content development, and branding experience, is preferred.
  •  Experience in developing and managing relevant digital analytics, monitoring and evaluation solutions for strategic communications

  •  Strong problem-solving skills and the ability to translate complex technical information into actionable strategies and recommendations.

  •  Demonstrated aptitude for building and maintaining relationships with senior government officials, donors, and cross-functional teams.
  •  Comfortable working in a dynamic, fast-paced environment, with the flexibility to adjust to changing priorities.
  •  Willingness to work in a team and foster an inclusive environment that supports collective success.
  •  Curious, forward-thinking, and proactive in identifying new opportunities for digital innovation and continuous improvement.
  •  Maintains the highest standards of ethical behaviour in all dealings.

  •  Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).

  •  Must be fluent in English and Amharic.

Qualifications

  •  A Bachelor’s or Master’s degree related to Communications, Public Relations, Marketing, Business Administration, or a related field.
