What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to
people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect
for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the
Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International
Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict
or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The Economic Security Field Officer (ECOSEC FO) plans, implements and monitors Economic Security program within the Area
of Responsibility. The Field Officer works under the direct technical supervision of Economic Security Program Manager and
implements Economic Security activities in line with the department`s, Sub Delegation, and delegation strategy.
The job holder collaborates with the field management, Economic Security team and staff in other departments involved in
multidisciplinary assessments, project design and implementation through integrated action.
This is a national/resident position based in Garowe.
Accountabilities & Functional responsibilities
• Ensures management of the Economic Security program in the Area of Responsibility (AoR) in line with the delegation/
Economic Security Operational Plan, strategy, and budget,
• Manages the Economic Security programming in close coordination with the respective Sub Delegation management
Economic Security Program Manager, other departments, and local partners,
• Explores the opportunities for further improvement of the existing and proposes new local partnerships as to improve
efficiency and effectiveness of the programming in the assigned AoR,
• Ensures adequate external coordination with Somali Red Crescent Society (SRCS) Las Anod branch, relevant UN
agencies, inter/national NGOs as to avoid overlapping and ensure relevant complementarities,
• Contributes to the formulation of weekly, monthly, and quarterly activity plans in close coordination with the Sub
Delegation’s Economic Security Program Manager, other departments, and management,
• Actively contributes to the development and management of the Economic Security operational planning involving staff
and volunteers from the respective SRCS branches,
• Ensures that Economic Security and multidisciplinary assessments are based on the standard Economic Security
procedures of household economy approach and internally adopted tools and modalities,
• Conducts data collection and analysis based on the internally adopted tools and procedures,
• Contributes to response analysis of different interventions (‘SWOT’ approach), associated risks and mitigation measures,
including appropriateness and feasibility aspects,
• Drafts project proposals and implements Economic Security interventions, and contributes to the design and
implementation of integrated projects with other depts, as per the adopted procedures/tools and objectives,
• Integrates best practices in terms of accountability to beneficiaries throughout the projects cycle and contributes to the
development of context adopted “Accountability to Affected People” approach of the delegation,
• Contributes to the design/adjustment of data-collection tools in close collaboration with the Economic Security Program
Manager,
• Monitors the progress of Economic Security interventions against the pre-set objectives, operational plans, and budget,
makes necessary adjustments and reports on the monitoring findings as per the internal procedures,
• Actively participates in post-distribution/outcome monitoring and contributes to internal/external reviews and evaluations
based on the internally adopted procedures and tools,
• Ensures that the outcomes of projects monitoring/reviews and lesson-learning exercises are integrated in the design and
implementation of Economic Security projects and proposes/makes adjustments as required,
• Regularly provides monthly/quarterly statistical and narrative inputs on the program progress to the Economic Security
Program Manager as per the internally adapted procedures and tools,
• Uses effectively basic quantitative and qualitative data analysis in reporting and presentations,
• Ensures regular monitoring of the training/coaching needs of the Relief and Livelihood teams of the SRCS Las Anod
branch,
• Provides quarterly inputs on the observed training needs and progress of the training/coaching process regarding the
respective SRCS Relief and Livelihood Teams in line with the procedures agreed upon within the SRCS Coordination
Office

Skills and qualifications

Certifications / Education required
• Bachelor`s degree in Economics, Development studies, Sociology or Agriculture/Veterinary science
Professional Experience required
• 5 years’ experience in a similar field of activity
• Comprehensive knowledge of and exposure to a wide range of humanitarian assistance and emergency relief
• Proven experience and skills in using data collection and analysis
Desired profile and skills
• Excellent analytical, negotiation and communication skills
• Proven team management, coaching and team motivation skills
• Project management experience
• Excellent knowledge of political, social, economic and cultural aspects in Somalia
• Computer proficiency especially in MS Office suite
