Job Description

Facility Manager / Civic Engagement Support Facility, Somalia (based in Nairobi)The main objective of the Facility is to expand the civic space for women, youth and marginalised groups in Somalia including Somaliland and to strengthen citizen engagement on rights and accountability with the state at federal, member-state, and local level. Leading the facility will be a Project Manager responsible for the overall management of the Facility.
The Project Manager will lead the entire Facility organisation, including all three locations (Nairobi, Mogadishu and Hargeisa) where Facility staff is based, and will have overall responsibility for the implementation of the Project.
The position is subject to successful tendering. It is a full-time position over the 46 months of the Project and is based in Nairobi with expected frequent travel to Somalia and Somaliland.

• The Project Manager must have a university degree at least equivalent to a Master’s degree in a relevant field such as e.g. social sciences or development studies.
• The Project Manager must have at least 10 years of post-degree working experience as Head of major development projects in Africa (i.e. multi-year projects, each with budgets of USD 10 million at least).
• The Project Manager must have at least 5 years of post-degree working experience with supporting civil-society organisations in developing countries.
• The Client will appreciate if the Project Manager has at least 5 years of working experience with fund management in development contexts.
• The Client will appreciate if the Project Manager has at least 7 years’ experience from working in fragile or conflict-affected contexts.
• The Client will appreciate if the Project Manager has experience in project leadership from at least 3 different developing countries.
• The Client will appreciate if the Project Manager has working experience of at least 5 years from the Horn of Africa.
• The Client will appreciate if the Project Manager has worked in Somalia including Somaliland or with Somalia/Somaliland as primary job content, for at least 3 years.
• The Project Manager must be able to understand, speak and write English at level C1 according to the Common European Framework of Reference for Languages scale
