Job Description
JOB PURPOSE.
The purpose of this position is to provide overall strategic management, direction and oversight for all aspects of financial and risk management as well as support services functions in the Zonal offices of World Vision Somalia. This position is seen as a strategic partner, member of the Senior Management team and Enterprise & Risk Management Committee at the zone with a focus on promoting high levels of accountability, stewardship, coordinating planning and budgeting processes, providing accurate financial data and analysis to aid decision making for the zonal management and as well as developing financial and support services strategy that is aligned to our promise 2030 and the NO strategy.
The purpose of the position is also for designing robust internal controls system that enhances risk management according to WV approved policies and procedures. Staff capacity building in financial management for both finance and non-finance staff is part of the roles for this position. This position is strategic in securing funding from donors within and outside through proposal development and enhancing donor trust through high levels of integrity and accountability.
Secondly, to provide overall strategic leadership to the ICT function and ensuring that the office has robust ICT infrastructure in alignment with the overall global and National strategy while ensuring that there is stable and sufficient connectivity that increases yield to ministry through cost reduction using ICT in development.
Thirdly, to provide strategic collaboration with the Supply Chain function ensuring that the strategic procurement management as well as leveraging economies of scale is enforced for effective ministry delivery in the region. The position also provides strategic oversight on Administration function for the zonal office for clean and safe working environment while promoting high levels of customer care and service delivery for internal and external clients.
The position also calls for providing overall leadership to the fleet function in ensuring that staff and asset safety through robust fleet infrastructure that promotes periodic dissemination of vital fleet management information and optimizes the usage for the World Vision motor vehicles and hired vehicles while minimizes costs in the country.
The person assuming this role must be able to take intelligent risks (risk taker), must be agile and adaptable, come up with creative solutions to challenging circumstances and be able to make quick decisions and take-action. Will need to be able to ensure continuity of operations while not overspending.
KEY RESPONSIBILITES
Financial Accountability & reporting.
- Ensuring timely and accurate preparation and submission of projects and regional office financial data and accompanying reports/schedules to the National Office.
- Analysing and interpreting financial reports from the regional offices and projects for management decision making. Reviewing all Grant/Projects financial reports within the region and interpret the same for decision making.
- Providing financial analysis information to regional management to facilitate informed and timely decision making.
- Verify the fund transfer to partners and documentation as per agreements; and review and amend (if necessary) financial information provided by partners for consolidation in WV.
- Healthy Balance sheet management is realized through clean-up, briefing to regional SMT on key issues and any counters (e.g. Advances, Receivables, bank Reconciliations, accruals, payroll payables etc) maintained within policy timeframes.
Strategic Financial Planning & Management.
Providing technical support in the budget preparation and management process of the regional office and relevant grants/projects.
- Structure review and optimization to ensure the cost of doing business is in line with the available grants funding.
- Review and consolidate regional offices projects budgets and cash flows.
- Determine cash requirements of the programme/project and generate funding requests to NO.
- Providing Technical backstopping in budget control.
- Assist project teams in financial monitoring by contributing to the development of financial monitoring system, analyzing and sharing financial reports/ information.
- Assist programme/project teams in preparing budget versus actual variance explanations report.
Risk Management, Audit Compliance and Wise Stewardship
- Continuous Administration of internal controls and compliance procedures to effectively and efficiently utilize organizational resources.
- Policy reviews to align with changing risk environment as may be necessary. This would include the internal control environment review and adjustment to cover any new exposures identified.
- Assist to set up proper internal control system in programs/project teams
- Preparing and participating in projects and National Office audits and financial reviews and all management responses to such audits and reviews.
- Promote and practice transparency and integrity for good stewardship of resources;
- Assist the regional management team to take corrective actions/measures on audit recommendations and regularly monitor progress, in partnership with NO and partner finance departments.
- Participate in financial capacity assessment of the potential partners and partner selection process; assist the partners’ project planning and budgeting; engage in the development of agreements with the partners; and consolidate partners’ budget to WV project budget.
- Assist partners to identify the areas for improvements on internal control systems to carry out the activities as per agreements; and support to develop internal control system/manual as required.
- Review current FSSM risk controls and treatments in the ERM
Provide leadership to Supply Chain Procurement Committee, Administration and IT functions.
- Provide technical guidance and supervision to support functions to ensure efficient & effective implementation of Finance & Support Service functions.
- Ensure good coordination and collaboration with other departments.
- Provide technical backstopping to the procurement committee proceedings.
- Provide oversight in the management of World Vision assets held in the region.
- Support the planning and implementation of adequate IT infrastructure in the region.
- Support the implementation and adoption of new IT initiatives.
Staff Management and Capacity Building.
- Provide strong and positive leadership to the finance function at the region ensuring competent and motivated staff are hired and retained, providing efficient delivery of services.
- Coordinate professional and personal development of finance and support services staff through adequate orientation, on-the-job coaching, identification of learning, training needs and opportunities (e.g. in accounting, SunSystems, grant management, risk management, leadership, etc.); and succession planning.
- Assess staff training needs and deploy a capacity building plan, cultivate an atmosphere of local staff empowerment and motivation leading to their active participation in program initiatives.
- Ensure effective people management systems are in place, monitored, and in-use;
- Implement existing performance management mechanisms, ensuring good participation and quality results to promote staff engagement and a culture of excellence;
- Ensure staff grievances and disciplinary action are addressed in a timely manner in alignment with WV policy;
- Cultivate an atmosphere of mutual accountability, ensuring staff behaviour models and promotes trust and teamwork;
- Assist partners to identify their financial learning needs referring partner financial capacity assessment results.
- Support financial training and mentorship with partners.
Provide leadership to the fleet management function at the regions
- Coordinate inputs from Operations and Security to support effective and efficient fleet management in the field.
- Develop and operationalize a vehicle movements tracker for both WV owned vehicles and Hired Vehicles updated on weekly basis. (GPS installation in WV vehicles for the start).
- Follow up to ensure administration team and drivers mandatory training modules are completed in WV ecampus at least once a year.
- Maintain a tracker for the performance of World Vision Vehicles that covers fuel, motor vehicle service and maintenance and take correct action of identified anomalies.
- Vehicle Disposal; coordinating the assessment of fleet for disposal and administering the disposal process with support from the procurement and Administration Manager. Arrange and schedule for disposal of motor vehicles and used tires whenever it becomes necessary in line with World Vision policy.
Safeguarding
- You staff must adhere to strict child and adult safeguarding policy integrated in daily duties and ensure to strictly support humanitarian protection principles.
- Adhere to strict behavior protocol that is signed on onboarding after protection and safeguarding induction.
- Report safeguarding allegations and incidents in Ethicspoint and all other provided channels
REQUIRED EDUCATION, TRAINING, LICENSE, REGISTRATION, AND/OR CERTIFICATION.
- Bachelor Degree in Finance & Accounting or Business Administration. Master’s in Business Administration/ Finance/Accounting will be an added advantage.
- Certification with a professional accounting body including ACCA, CIMA, CPA or equivalent.
- Solid knowledge of accounting principles, financial systems, budget/cash flow forecasting and monitoring and internal accounting controls.
- Ability to solve complex problems and to exercise independent judgment.
- Must be able to lead and manage a team in a normal and fragile context.
- Good working knowledge of computerized accounting systems, preferable Sun Systems & Vision. Must be computer literate in Microsoft Office programs.
- Knowledge of government grant regulations and financial reporting requirements preferred.
- Excellent English speaking and writing skills.
REQUIRED PROFESSIONAL EXPERIENCE.
- Minimum 5 years’ experience in a Senior finance position with medium business/large NGO/government agency
- Solid knowledge of accounting principles, financial systems, budget/cash flow forecasting and monitoring and internal accounting controls.
- Good working knowledge of computerized accounting systems, preferable Sun Systems & Vision. Must be computer literate in Microsoft Office programs
- Must be able to lead and manage a team in a normal and fragile context.
- Knowledge of government grant regulations and financial reporting requirements preferred.
