Oxfam Novib Somalia/Somaliland is looking for aHuman Resource Officer (Maternity Cover)

Duty station: Hargeisa, Somaliland

Contract duration: 7 months

Work schedule: Full-time (40 hours per week)

Reports to: Human Resource Manager

Start date: As soon as possible

JOB PURPOSE: The HR Officer will ensure the effective implementation of Oxfam’s HR policies, procedures, and labour law compliance within Oxfam Somalia country offices. This includes supporting recruitment, staff development, employee welfare, performance management, and maintaining accurate HR records. The HR Officer will provide advice on policy interpretation and support continuous improvement of HR processes.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Policies and Labour Law:

  • Advise managers on interpreting Oxfam HR policies, procedures, systems, and processes, ensuring full compliance with local labour laws and Oxfam’s internal regulations. 
  • Monitor and support the implementation of HR policies within the program and keep management informed of any changes in labour law.

Recruitment and Induction:

  • Assist in all stages of recruitment, from advertising vacancies to longlisting candidates, coordinating interviews, and maintaining recruitment records.
  • Support the induction process for new staff, ensuring pre-employment checks are completed and that induction materials are up to date.

Staff Records, Payroll and leave management:

  • Ensure the accurate issuing and renewal of staff contracts and keep track of key dates related to probation, performance reviews, and contract end dates. 
  • Support the monthly payroll process, coordinating with the People and culture manager
  • Ensure absence and leave management for Oxfam Somali staff

Welfare and Staff Health:

  • Manage the medical scheme to ensure easy access to quality healthcare for staff. Provide support and coordinate the organization of stress management and first aid training sessions for staff.

Staff Development and Performance Management:

  • Ensure effective implementation of the performance management system, supporting managers to conduct objective performance reviews and address poor performance.
  • Prepare an annual Training Needs Analysis based on performance data and coordinate training opportunities for staff development.

Employee Relations:

  • Ensure compliance with local labour laws, manage staff inquiries, and escalate complex HR matters as needed.
  • Manage exit procedures for departing staff, ensuring return of equipment and conducting exit interviews.

Continuous Improvement:

  • Collaborate with the HR team to identify areas for improvement in HR processes and contribute to strategic HR projects.

In addition

  • Minimum of 3 years of generalist HR experience, with knowledge of recruitment, labour law, and HR processes.
  • Diploma or degree in Human Resources, Business Administration, or a related field
  • Familiarity with Somalia labour laws, including social security and tax regulations. 
  • Excellent interpersonal, confidentiality, and problem-solving skills. 
  • Strong organizational and communication skills with attention to detail. 
  • Proficient in MS Office and HR databases.
