Job Description

The ICT Analyst is responsible for overseeing the implementation of ICT policies and standards established by the HQ; provision of ICT and administrative support services to the UNFPA Country Office; and provision of daily technical support to users of information management tools and technology infrastructure, including emerging AI powered solutions adopted by the organization. You will report to the International Operations Manager (IOM).

Job Purpose:

Under the overall supervision of the International Operations Manager (IOM), the ICT Analyst is responsible for effective management of UNFPA programme activities through ensuring the smooth running of ICT services, managing data, information and workflow. The ICT Analyst is required to ensure compliance with UNFPA ICT policies and procedures and to act as the focal point for all ICT-related matters. You will provide leadership in the execution of ICT services in the Country Office, and sub-offices and will develop and implement ICT management systems and strategies, supervising the provision of daily technical support to users of information management tools and technology infrastructure.

You would be responsible for: 

1. Overseeing implementation of ICT management systems and strategies, focusing on achievement of the following results: 

  • Compliance with corporate information management and technology standards, guidelines and procedures for the CO technology environment.
  • Provide support to the use of Quantum (UNFPA’s implementation of Enterprise
  • Resource Planning) functionality for improved business results and improved client services.
  • Advise on the CO administrative business processes mapping and implementation of the internal standard operating procedures.
  • Preparation of a results-oriented work plan.

2. Ensures effective functioning of the CO hardware and software packages, focusing on the achievement of the following results: 

  • Oversees performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs.
  • Manages installation of commercial and in-house developed software and related upgrades.
  • Ensures the upgrading of endpoint protection platforms (EPP), antimalware solutions,” and specify experience with any centrally managed security suites.
  • Ensures monitoring of file server traffic, usage and performance on a frequent and regular basis.
  • Managing the setup and rollout of organization-approved AI software or AI-powered features in our existing tools, and helping with their updates.
  • Supervises provision of support to users in modern cloud-based backup and disaster recovery (DRP) strategies and solutions, as well as in virus detection, removal and prevention.
  • Manages outsourcing, undertakes preliminary negotiations on IT-related contracts, monitors vendor performance, recommends necessary action to management on satisfactory completion of work and deliverables.

3. Ensures ICT security in the office: 

  • Ensures that desktop, laptop and server passwords and related policies are in line with established corporate standards.
  • Normal users do not have administrative rights to their PCs and portable computers.
  • Unauthorized software is not loaded onto computers.

4. Oversees support networks administration, focusing on the following: 

  • Troubleshooting and monitoring of network problems. ●  Responding to user needs and questions regarding network access.
  • Backup and restoration procedures for local drives.
  • Organizes off-site storage of backups.

5. Supervises provision of administrative support, focusing on the following: 

  • Oversees development and maintenance of up-to-date inventory of software and hardware.
  • Ensures establishment and maintenance of Country Office databases e.g. e-filing, electronic library directory, consultancy database, and database for common vendors; ensures orientation and coaching provided to staff on these databases/systems.
  • Oversees development and maintenance of a library of ICT related reference materials.
  • Manages the inventory and stock of supplies and spare parts.
  • Research and retrieval of data from internal and external sources; preparation of statistical charts, tables and reports as required.
  • Manages provision of ICT support to key events.

6. Ensure facilitation of knowledge building and knowledge sharing in the CO, focusing on the following: 

  • Develop and oversee provision of appropriate training for the CO staff on ICT issues.
  • Participate in knowledge networks (Google Drive/Sites) and communities of practice.
  • Participate in interagency working groups to ensure UNFPA’s issues and concerns are represented.

Work Relations

Internal contacts include the Representative/Deputy Representative/ Assistant Representative, collaboration with the Operations Manager/Specialist, and interaction with staff at all levels within the CO to ensure effective service provision.

Externally, the ICT Analyst works in close collaboration with external IT service providers to ensure the effectiveness of UNFPA’s IT infrastructure. The ICT Analyst represents UNFPA in interagency working groups on ICT matters and in other external fora ensuring UNFPA’s issues and concerns are represented.

Skills and qualifications

Qualifications and Experience: 

Education:  

A Master’s degree in Information Technology, Computer Science or related field is required.

Related professional certifications are also desirable.

Knowledge and Experience:

  • Not less than two years of progressive Experience in at least one activity of ICT, preferably in network infrastructure or cloud-based application administration, is essential.
  • Thorough knowledge of overall design and operating principles of ICT networks and of connectivity concepts is an asset.
  • Ability to integrate the needs of the office automation, available resources and systems requirements and to solve systems/hardware/software problems is desirable.
  • Relevant certifications in hardware and software management and application, including Zoom, Microsoft OS and Google Workspace tools is essential.
  • Good knowledge of PC/LAN operating systems, Windows 11 and modern deployment/management tools, corporate ICT security and viral protection systems, ERP;
  • Ability to manage software licensing, management and deployment tools is required.
  • Ability to perform a variety of standard, specialized and non-specialized tasks and work processes that are fully documented, researched, recorded and reported.
  • Experience with managing modern network security, VPNs, firewalls, and segmentation) and troubleshooting connectivity to cloud services is essential.
  • Ability to review a variety of data, identify and adjust discrepancies, identify and resolve operational problems.
  • Ability to work with scripting or automation skills (e.g., PowerShell, Google apps, script) for ICT management as needed.
  • Ability to make recommendations for business processes re-engineering, elaboration and implementation of new systems.
