BACKGROUND
The Federal Government of Somalia (FGS) has received financing from the World Bank towards the cost of Somalia Empowering Women Through Education and Skills (Rajokaaba) projects and intends to apply part of the proceeds for consulting services. The project is being implemented by the Ministry of Education, Culture and Higher Education, and is designed to provide Skills for Life and Labor Market, Higher Skills Development for Women’s Leadership, and technical assistance and improvements to systems linked to the project interventions.
The consulting services (The services) include (i) implementing component 1 of the Rajo Kaaba project in the Banadir Regional Administration (BRA) (ii) finalizing and delivering a 12-month integrated education and skills training program focusing on literacy, numeracy, and life skills for 9,000 young women and 1000 young men (aged 15-35). (iii) provide learners with hands-on training in the following market-relevant vocational skills (agriculture, childcare, fisheries, solar energy, community health work) and connecting learners with employers or guiding them towards entrepreneurship opportunities at the end of the project). The PIP will undertake all the specific tasks and deliverables detailed out in the Terms of Reference (TOR).

The Ministry of Education Culture and Higher Education now invites eligible PIPs (“NGOs”) to indicate their interest in providing the Services. Interested NGOs should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. may be submitted while responding to the EOI).
NGOs that have the technical and financial capabilities may participate in the competition for this contract and for one or more PIP contracts for other FMSs.
NGOs interested in more than one FMS, must necessarily propose different sets of key experts for interested FMS. Technical proposals submitted for different FMS with same set of experts may be rejected (NB. This applies in the next stage of the evaluation process, when technical proposals submission is requested)
Similar EoIs for the (5) five Federal Member States are advertised. NGOs must clearly indicate in the Expression of Interest (cover page and email subject of the submission) the name of the FMS that they are interested.
Skills and qualifications
The short-listing criteria are as follows:
i. Core business of the PIP a registered NGO demonstrating at least 10 years in business with experience of carrying our similar services (focusing on the education and/or skills development of adolescent girls and women.)
ii. Specific experience in conducting similar assignments (working in education sector particularly with regard to (a) delivering training on basic literacy, numeracy, life skills, and/or vocational skills, and demonstrated success in implementing similar projects, with measurable outcomes and impact. (b) The NGO should have a team of experts with diverse yet complementary skills to ensure a comprehensive approach to the project. (c) The NGO should demonstrate a proven ability to work in diverse and challenging environments, with a focus on marginalized communities and a commitment to gender equality and empowerment of adolescent girls and women. The PIP/NGO shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate partners, contract amount, and financing sources.
iii. Experience of relevant services within an environment like that of Somalia (working in Somalia or other locations with similar characteristics (Africa region, operating in locations with FCV characteristics).
- The technical and managerial organization of the PIP. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.
v. Minimum average annual turnover of USD 3,000,000 for contracts in progress and/or completed within the last 3 years (2024, 2023 & 2022).
The attention of interested PIPs is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
PIPs/NGOs may associate with other NGOs to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Eligible PIPs/NGOs can be contracted with a maximum of two FMS out of the 5 Federal Member States opportunities advertised.
A PIP/NGO will be selected in accordance with the Quality and Cost Based Selection method (QCBS) set out in the “Procurement Regulations”.
