Background The Federal Republic of Somalia has received financing from The World Bank through the Ministry of Finance (MoF) toward the cost of Somalia Enhancing Public Resource Management Project. The Project Development Objective (PDO) is to strengthen accountability, transparency, and institutional capacity in public resource management, across participating entities. The Ministry intends to apply part of the proceeds towards the recruitment of a consultant for Extractive Industry Fiscal Advisor for the FGS.

Overall Objectives of the Assignment. The overall objective of the assignment is for the consultant to support the federal government in its efforts to build its extractive industry fiscal capacity in the midst of exploitation of national resources. Additionally, it’s expected from the expert to ensure that the project’s objective of improving financial and economic governance in Somalia as a foundation for overall good governance, economic development, and political stability is achieved at the Federal level.

Skills and qualifications

1.     Selection Criteria: Selection shall be based on the qualification and experience of the candidate and followed by an interview. The qualifications, experience and skills should include:

i.         At least Master’s degree in Economics, Finance, Petroleum Management, Project Management, or a related field.

ii.          Minimum of five (5) years of demonstrated experience in petroleum fiscal regimes, including solid experience in project management and stakeholder engagement.

iii.          Ability to provide capacity building and support the analytical work with counterparts to identify suitable tax policy responses that are logical, balanced, and comprehensive to complex social and economic issues;

iv.         Experience working in fragile states, preferably in Somalia;

v.         Ability to deliver technical advice and effectively work with government counterparts; and

vi.         Political and local context awareness, technical skills, and ability to work in complex operating environments such as Somalia.

2.     Duration: The duration of the assignment is 12 months, renewable based on satisfactory performance and availability of funds.

3.     Reporting Obligations – The consultant will report to the FGS Director General of Revenue, and with working relation with DRM Advisor as part of DRM program coordination. Repot to be provided is listed in the Terms of Reference

6.     The Ministry of Finance now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide the following: (i) Curriculum Vitae (CV), in World Bank Prescribed format with 3 person as reference; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

7.     Submission Requirements; The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

8.      A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank
