Senior and Intermediate National Evaluators, World Food Programme Evaluation of the R4 Rural Resilience Initiative

Proposal Objective:  

Social Impact is bidding on an evaluation project opportunity with the World Food Programme (WFP), to carry out a decentralized evaluation of WFP’s R4 Rural Resilience Initiative (R4) in Ethiopia. The aim of this is to bolster the Ethiopian agricultural sector and, in the process, protect against climate-related shocks.  

Position Description:  

SI is seeking two Ethiopian consultants to serve in Senior and Intermediate National Evaluator positions, respectively. Both evaluator consultants will be embedded into the WFP/Ethiopia R4 Evaluation team, and responsible for using diverse methods to collect, analyze, and synthesize data on WFP’s decision-making process, and to present results and coordinate with WFP throughout its ongoing response.   

These are short-term, intermittent consultancy opportunities expected to start in January 2024. These positions are contingent upon the award of the evaluation project to Social Impact.  

**Only candidates based in Ethiopia or with Ethiopian citizenship will be considered.** 

Responsibilities:  

• Coordinate and support evaluation tasks throughout the project.  
• Use mixed methods approaches to conduct data collection and analysis. Techniques may include document review, key informant interviews, staff surveys, observation/listening in on meetings, calls, process monitoring, data analysis (including qualitative), data digest sessions.  
• Provide insights into the local country context (including sectoral expertise) and support sampling and data collection design based on such insights on the local context.   
• Support the design, quality development and production of the draft and final evaluation reports.  

Qualifications:  

• Master’s degree or Ph.D. in public health, political science, international development, sociology or a related field.  
• Senior National Evaluator requires at least 10 years of experience in evaluating humanitarian and/or development programs.   
• Intermediate National Evaluator requires six to 10 years of progressively responsible experience in humanitarian and/or development evaluation. 
• Expertise in the local, Ethiopian context. This includes sectoral expertise relating to the climate risk management strategies (e.g., risk reduction; risk transfer; prudent risk taking; risk reserves).  
• Prior experience evaluating climate risk management strategies (e.g., risk reduction; risk transfer; prudent risk taking; risk reserves). 
• Experience in quantitative and qualitative data collection and analytical methods. 
• Excellent interpersonal and communication skills; ability to interact with various stakeholders and to concisely express ideas and concepts in written and oral form is required. 
• Facilitation skills, particularly in the design and execution of stakeholder consultations. 
• Active listening, proactive learning, and time management skills. 
• Professional proficiency in both English and Amharic required.
