Duty Station: Mogadishu (Somalia), Ministry of Education, Culture and Higher Education and required to travel to FMS
Report line: GPE Coordinator and Director of Procurement of MoECHE
INTRODUCTION
The Ministry of Education, Culture & Higher Education of the Federal Government is responsible Establishing quality education system for all Somali citizens that offers equal opportunities and promotes respect for human rights and observes Islamic principles as articulated in the provisional Constitution of the Federal Government of Somalia (2012) and the National Education Policy (revised in 2023). The Overall goal of the education sector is to ensure that all girls and boys have access to quality early childhood, basic, secondary, technical and vocational, higher education, and complete with relevant and effective learning outcomes. The strategic goals of the sector are governed by the National Development Plan (2020-2024), National Transformation Plan (2025 – 2029), the Education Sector Strategic Plan (2022-2026), the Somali Partnership Compact (2023-2026).

BACKGROUND TO GPE PROJECT
The Ministry of Education Culture and Higher Education (MoECHE) is implementing the GPE Project which consists of three key Components: (1) System Transformation Grant (STG) (2) Girls’ Education Accelerator (GEA) & (3) System capacity grant (SCG) funded by the Global Partnership for Education (GPE), which is a three-year initiative aimed at catalyzing sustainable advancements within the education sector of the Federal Government of Somalia and designed to contribute to the achievement of the government priorities reform defined in the 2023 Partnership Compact, which is aligned with the priorities of the Education Sector Strategic Plan (2022-2026)
Scope of work
The overall responsibilities of the Procurement specialist include.
(1) Advise the Coordinator on all procurement aspects of the Project.
(2) He/she will be responsible for implementation of procurement activities.
(3) The Senior Procurement officer will work with other officers in the project implementation to perform all necessary procurement. He/She will also carry out all procurement of goods, works and services according to MoECHE regulations.
The senior Procurement officer will also work closely with other relevant project staff whose functions directly depend on the functional state of the procurement (e.g., FM specialist, etc.).
Duties of the Project Procurement will include but not limited to:
v Ensure that complete documentation is maintained on all procurement cases and coordinate and respond to procurement queries, disputes, and complaints.
v Participate and provide guidance to the evaluation process and the preparation of prepare Bid/Proposal Evaluation Report and Award Recommendations.
v Provide guidance to contract management oversight for goods and consulting services to be procured and associated ancillary services.

v Establish a central procurement filing system, and ensure all related documents are included in the respective files.
v Ensure timely preparation/updating, and submissions of the project procurement plan for review and approved MoECHE.
v Verify that procurement requests are in accordance to the approved procurement plan.
v Ensure that procurement procedures are in line with the national Procurement Regulations.
v Prepare and publish general and specific procurement notices/ invitation for bids and work closely with user departments to ensure that Terms of Reference or technical specifications are obtained timely from relevant technical departments and beneficiaries.
v Lead the bidding and selection processing, including organizing pre-bid or pre-proposal meetings, providing clarifications, coordinating the Receipt of bids/proposals, leading and participating in the opening of bids/proposals/ expressions of interest.
v In close consultation with User Departments, participate in Evaluation of Expression of Interest, Quotations, Bids and Proposals.
v Coordinate/make arrangements and participate in contract negotiations for consultancy services and technical discussions for works where applicable to provide technical guidance.
v Prepare draft contract for consideration ensuring timely signing of contracts, ensuring timely clearance of procurement documents.
v Support capacity building efforts and mentor colleagues by sharing knowledge on procurement of goods, works and services.
v Prepare Procurement progress reports at a minimum on monthly basis, highlighting among others the progress on processing various contracts, constraints met and any other issues that require management attention.
v Participate in contract monitoring and administration, liaise with the technical teams to ensure procurement contracts are efficiently managed, monitored and executed on time in order to get the value for money.
v Monitor and track contracts being processed, identify constraints/challenges/issues especially deviations from agreed procurement schedules and seek to resolve issues in a timely manner in appropriate consultation with Management.
v Maintain complete procurement files and records including all correspondence related to procurement activities.
v Prepare and update the Procurement/Contract Register (List of all procurement contracts awarded).
v Enhance efficiency and effectiveness of the Procurement Data Management system and in particular set up a filing and record keeping system that ensures that procurement records are easily retrievable and available for independent procurement reviews or procurement audits.
v Prepare procurement inputs to project quarterly progress reports, facilitating the Post Procurement Reviews (PPR) exercise (if any), and follow up implementation of PPR recommendations.
v Carry out any other duties as may be assigned from time to time.
Skills and qualifications
The individual suitable for this position should have the following qualifications:
v Degree in business administration/ economics/ Procurement and Supply Chain Management or related field, from a recognized university, (master’s degree and final examination of Chartered Institute of Purchasing and Supply or equivalent) will be an added advantage.
v A minimum of at least 7 years of direct relevant experience including broad expertise in the management of procurement in the public sector or non-governmental organizations.
v Minimum of 3 years’ experience in implementing procurement actions according to international organizations guidelines or procurement of goods, works and services.
v Proven experience in implementing procurement of high value contracts in education or in the social sector or in civil works. Supply of goods and consultancy services and procurement planning is an essential requirement.
v Proven experience in contract management.
v A proven integrity records.
v Good communication and interpersonal skills;
v Ability to solve complex problems involving multiple stakeholders and constraints.
v Possesses strong negotiation skills and persuasiveness in presenting, negotiating and resolving highly complex issues, both orally and in writing.
v Timeliness in following up on contracts and checking on back ordered items.
v Excellent computer skills for Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use.
A. Duration of assignment:
The contract is expected to run for a period of one year with possible extension subject to satisfactory performance. The Senior procurement officer will have a three months’ probationary period.
B. Location of assignment: The duty station is Mogadishu, Somalia with possible visit to the Federal Member states to support project implementation.
