INVITATION TO BID FOR CONSULTANCY

Save the Children International (SCI) Somaliland program hereby invites interested consultants to bid for the consultancy assignment detailed below

  1. Title of Consultancy

Terms of Reference for consultancy to (a) conduct a Joint Mid- Term Review of the Somaliland Global Partnership for Education (GPE) Partnership Compact and (b) Conducting Joint Review of the Education Sector in Somaliland (JRES) (two consultancy work)

2. SCI Contracting Office

3. Period of Consultancy

The two assignments will be 40 days each (inclusive of travel)

4. Consultant type required

Experienced and relevant Consultancy Firm

5. Responsibility for Logistics arrangements and Costs

Save the children will pay the consultant fee in a lump sum and will not reimburse any incurred costs during the assignment. The consultant will cover their own Logistical arrangements, costs; including food, accommodation, insurance, local transport and all cost associated with data collection work and whole activities.

6. Taxation Provisions

The consultancy firm shall be responsible for all applicable taxes related to the consultancy services, in accordance with local tax regulations at the SCI contracting office will apply and shall be withheld by SCI

7. Travel requirements

The consultancy firm will cover all travel costs (tickets) and arrange local travel to field sites.

8. Security requirements

The consultancy firm will comply with the standard of Save the Children Security procedures, including the completion of SCI online security training (applicable to international consultants) prior to travel to Somaliland.

9. Firm’s Experience Requirement:

In addition to the individual expertise of the proposed consultants mentioned below, the consultancy firm must demonstrate institutional experience in conducting high-level education sector review and evaluations. This includes, but is not limited to, Joint Reviews of the Education Sector (JRES), mid-term or end-term evaluations of education sector plans, and reviews of global or national education partnership programs such as the GPE Partnership Compact.

The firm should provide documented evidence of successfully completed assignments of a similar nature, including contracts, completion certificates, or official letters of award. Experience working with government ministries, international development partners, and multi-stakeholder education coordination platforms will be considered a strong asset.

Assignment one:

Joint Review of the Education Sector (JRES)

·       An advanced degree (master’s or PhD) in education or a related social science field.

·       A minimum of ten years of relevant experience, with a strong preference for experience in supporting the education sector, particularly in planning, review, and evaluation.

·       Practical, hands-on experience in designing, implementing, and monitoring Sector-Wide Approaches in Education.

·       A strong background in data analysis, national-level planning and policy development, teacher development and management, girls’ education, disability and inclusion, and learning assessments and producing quality reports.

·       A demonstrable understanding of gender equality and inclusion in education, including practical experience in applying gender-responsive approaches in planning, implementation, and evaluation.

·       Previous experience working in fragile or transitional countries is considered an asset.

·       Specific knowledge of the education sector in Somaliland/Somalia.

·       Excellent command of the English language, with proven analytical, report writing, presentation, and facilitation skills.

·       The ability to work effectively in challenging environments, demonstrating resilience and adaptability.

·       Computer literacy and proficiency with Microsoft Office.

·       Commitment: Availability to complete the assignment within strict deadlines.

Mid-term Review of the GPE Partnership Compact

·  Interested consultant (s) who meet the consultancy requirements are requested to submit their bid and each application package should include the above required minimum requirements.

The subject of the email should be   TOR of consultancy to conduct a Joint Mid- Term Review of the GPE Partnership & Compact and Joint Review of the Education Sector in Somaliland (JRES)

All attached documents should be clearly labelled so it is clear to understand what each file relates to.

·       Emails should not exceed 15mb – if the file sizes are large, please split the submission into two emails. 

·       Do not copy other SCI email addresses into the email when you submit it as this will invalidate your bid.

Applicants should also indicate the date they are available to start working on the consultancy.  All applications MUST be submitted on or before the closing date below to be considered for the assignment. Only shortlisted Candidates will be contacted.

 

Bid Application Details:

Interested firms or individual consultants are invited to submit a single tender application package for both assignments. While the consultancy involves two distinct assignments (1) the Joint Review of the Education Sector (JRES) and (2) the Mid-Term Review of the GPE Partnership Compact, they will be managed under one contract, one submission, and one interview process. However, each assignment will have its own timeline, deliverables, and final report.

Applicants are required to submit the following documents:

·       Technical Proposal: Two separate and assignment-specific technical proposals must be submitted—one for the Joint Review of the Education Sector (JRES) and one for the Mid-Term Review of the GPE Partnership Compact. Each proposal should provide a detailed response to the ToR, clearly demonstrating understanding of the respective assignment’s scope of work, objectives, methodology, approach, timelines, and expected deliverable.

·  Financial Proposal: Two separate and detailed financial proposals are required—one for each assignment. Each financial proposal must provide a complete and itemized breakdown of all expected costs, including consultancy fees and associated operational expenses (e.g., accommodation, transportation, communication, stationery, data collection, and research assistance). All costs must be stated in USD and inclusive of applicable taxes. No additional costs will be considered beyond what is submitted in the financial bid.

·       Firm Profile: For consultancy firms, a company profile outlining relevant past experience, particularly in education sector reviews and mid-term evaluations.

·       Curriculum Vitae (CVs): Each firm must propose two separate lead consultants, one for each assignment (One lead consultant for the JRES assignment & One lead consultant for the Mid-Term Review of the GPE Compact)

·       Each CV must be complete, specific to the assignment, and include at least three traceable references. A single individual cannot be proposed for both assignments.

·       CVs should clearly demonstrate the candidate’s experience and qualifications in relation to the assignment they are being proposed for.

Note: Bidders who do not submit two distinct lead consultant CVs (one for each assignment) will be considered non-compliant and disqualified from further evaluation.
