Qatar Red Crescent Society (QRCS) Somalia Office

1. Background

The Qatar Red Crescent Society (QRCS) Somalia Office implements humanitarian and development programs aimed at improving the lives of vulnerable populations affected by conflict, natural disasters, and poverty. To ensure the effectiveness, efficiency, and impact of these programs, a robust Monitoring and Evaluation (M&E) system is essential. The M&E Coordinator will play a critical role in tracking progress, measuring outcomes, and ensuring accountability and learning across all projects.

2. Purpose of the Position

The M&E Officer will be responsible for designing, implementing, and managing the M&E framework for QRCS Somalia programs. The role ensures that projects are aligned with organizational goals, donor requirements, and international standards, while providing evidence-based insights for decision-making and continuous improvement.

3. Key Responsibilities

·         Working on collecting and studying complaints and suggestions received from beneficiaries and taking corrective measures (if any)

·         Responsible for preparing, developing, implementing, and following up on monitoring and evaluation plans, activities, and tools in the Qatar Red Crescent office in Somalia, including supervision and follow-up of the implementation of similar activities implemented by partner agencies in coordination with the office team.

·         Participate in the design of programmes/projects and preparation of proposals, including the design of logical frameworks for projects

·         Develop/review various quantitative and qualitative data collection tools (questionnaire, focus groups, interviews…), participate in/supervise data collection, proofreading, entry and analysis

·         Conducting field visits and meeting beneficiaries and partner agencies during the various stages of projects/programs

·         Obtain success stories from beneficiaries and hear their opinions.

·         Preparing statistical summaries of monitoring and evaluation results and presenting them in the form of narrative and statistical reports

·         Monitor the progress of programmes/projects to ensure that implementation is consistent with pre-established plans (in terms of quality, cost and time) and evaluate overall progress in achieving programme/project outcomes in terms of relevance, efficiency, effectiveness, impact and sustainability and provide reports and recommendations in this regard.

·         Carry out any other tasks assigned by the direct manager to support implemented humanitarian projects and programmes

Skills and qualifications

·         Education: Bachelor’s degree in Business Administration, Social Sciences, Development Studies, or a related field. A Master’s degree is an advantage.

·         Experience: Minimum of 5 years of experience in M&E, preferably in humanitarian or development settings. Experience in Somalia or similar contexts is highly desirable.

·         Technical Skills:

o    Familiarity with humanitarian project management methodologies

o     Familiarity with monitoring and evaluation methodologies and tools

o     Proficiency in Arabic and English, spoken and written

o     Proficiency in using computer software packages (Microsoft Office, Excel, Access and PowerPoint)

o     Proficiency in using SPSS graphic analysis programs

o     Proficiency in using Kobo collect and other electronic data collection programs.

o     Ability to design questionnaires, surveys and other social and statistical research tools and methods

o     Ability to plan and analyze

o     Ability to write various types of reports

o     Communication and presentation skills

o     Proficiency in managing workshops and meetings

·         Soft Skills:

o    Excellent communication and interpersonal skills.

o    Strong organizational and time-management abilities.

o    Ability to work in challenging and culturally diverse environments.

5. Reporting and Coordination

·         The M&E Coordinator will report to the Head of Somalia Mission or designated supervisor.

·         Collaborate closely with project teams, partners, and stakeholders to ensure effective M&E implementation.

    6. Duration and Location

·         Duration: Initial contract of 12 months, with the possibility of extension based on performance and funding availability.

·         Location: QRCS Somalia Office, with frequent travel to project sites.

7. Key Deliverables

·         M&E frameworks and plans for all active projects.

·         Regular monitoring reports, including data analysis and recommendations.

·         Final evaluation reports for completed projects.

·         Capacity-building sessions for staff and partners.

·         Documentation of lessons learned and best practices.
